Steven is an Aviation Director with Hill International, leading the firm’s airports practice in Asia. He is a results-oriented Executive with a wealth of experience directing the forward development of international aviation operations for large and small hub airports. His expertise includes Airport/Operations Planning, Facility Engineering/Construction, Facility Transition/Start-Up, Facilities and Asset Management, Marketing/Business Development, Project/Program Management, Emergency Planning, Safety/Security, Compliance, Change Management, Cost Control, International Airport Privatization, and Airline/Stakeholder Management. On the delivery side, Steve has hands on experience with public and private operators, alternative delivery methods, public and private financing structures, greenfield airport development, and airport expansions and modifications. He is well-versed in all areas of airport regulations in markets throughout the world.
Regarded as a highly organized leader in guiding cross-functional teams, driving multiple projects, effectively handling conflicts, and achieving tight deadlines, Steven has served in many significant aviation roles. These include assignments with airports and with consulting firms working at airports including Aboitiz Airports (Manila, Philippines), Abu Dhabi Airports Company / SCADIA, Incheon International Airport Corporation (South Korea), Palm Springs International Airport (California, USA), Melbourne Airport Authority (Florida, USA), San Francisco International Airport (California, USA), Airport Authority of Hong Kong, King Khaled International Airport, (Riyadh KSA), and Dallas/Fort Worth International Airport (Texas, USA). He also served as interim CEO/General Manager in charge of four international airports in Central America, with over 400 employees and a multi-million-dollar operating budget.
