Rosemary is a senior transaction and infrastructure finance specialist with extensive international experience advising governments and private sector clients on complex Public-Private Partnership (PPP) and project finance transactions. Her experience spans transport and logistics, water, healthcare, education, tourism and sports infrastructure across Australia, Singapore, the Philippines, Indonesia, Thailand, Hong Kong, Myanmar, Brunei, China and Pakistan. She brings a combination of deep PPP structuring and transaction advisory expertise as a consultant, development and investment banking experience, and extensive international transaction experience, with a particular focus on translating complex infrastructure opportunities into commercially viable and investable projects. Most recently, Rosemary led ADB’s Transaction Advisory team for the successful PPP tender of the Ninoy Aquino International Airport (NAIA) in Manila, the Philippines’ capital airport. The project was awarded in March 2024, with airport operations successfully handed over to the private concessionaire in September 2024. She is currently leading ADB’s Transaction Advisory team for the Islamabad International Airport (ISB) PPP Project in Pakistan, another capital airport transaction, which is targeted for launch in Q4 2026.
